The Evergreen State College is a progressive, public liberal arts and sciences college located in Olympia, Washington, in the beautiful Pacific Northwest. POSITION PURPOSE
As the training and operations director for KAOS 89.3 FM Radio Station, a noncommercial community radio station, the program coordinator plans, develops and implements radio station operational procedures, supervises credit and non-credit educational activities that support the mission, goals and objectives of the college and KAOS 89.3 FM; coordinates station operations and support services, program training activities and volunteer staff to ensure compliance with appropriate legal and qualitative standards for all broadcasts; and provides internal accountability for regulatory compliance in programming and training.
NATURE AND SCOPE
The incumbent works under the supervision of the General Manager within the goals, objectives and procedures established by the station, and has daily responsibility for coordinating all station operations and training activities. She/he serves as principal resource to students, station volunteers, student groups, the General Manager, and other student affairs officers, concerning non-credit educational services and regulatory compliance in station operations. She/he also provides work direction to student workers, interns and a large group of students and community volunteers.
COMPENSATION
• Experience and training may be considered in salary placement.
• Salary range is $2,433 to $3,150 per month.

DESIRED QUALIFICATIONS
• Bachelor’s degree, plus full-time equivalent of two years of professional experience in radio broadcast operations and / or training.
• Skill/ability demonstrating experience in leading others in a cooperative working environment is desirable.
• Skill/ability demonstrating experience in cost management experience also desired.
ESSENTIAL FUNCTIONS
1. Work with the General Manager, students, other staff, and volunteers to plan, implement and evaluate radio operations and training goals that are consistent with the mission and goals of KAOS; periodically review and update operations and training goals.
2. As designated Chief Operator: coordinate procedures that assure compliance with legal and regulatory standards for technical and broadcast operations; monitor compliance through daily program and operations logs; direct log revisions as needed through use of traffic system software; oversee compliance with FCC rules, KAOS policies, and Emergency Alert System regulations.
3. As primary trainer, develop and coordinate all training materials and activities for student and volunteer producers, including in-house orientations, updates of the KAOS training manual and special workshops; advise and assist in the development and presentation of community education programs and continuing education opportunities.
4. Assist the General Manager, Development Director, students and other staff in the planning of broadcast fundraising programs as necessary; assist in preparation of promotional materials.
5. Plan and implement procedures for public service announcements, broadcast calendars and other services to students, student groups and other clients; ensure compliance with legal and regulatory standards for announcements. Direct office operations, clerical tasks relating to programming, & front-desk management.
6. Serve as volunteer coordinator to ensure staffing of current minimum schedule of eighteen hours per broadcast day. Oversee evaluation and recognition of volunteers.
7. Develop, maintain, and update volunteer lists and disseminate list updates to station staff and appropriate campus departments.
8. Direct the acquisition, downloading, distribution and airing of pre-recorded national and local programming. Provide direction for all station remote broadcasts.
ADDITIONAL DUTIES
1. Maintain involvement in local, regional and national radio associations in order to stay current in the field.
2. Serve as voting member of Programming committee.
3. Complete other tasks and duties as required or assigned.
KNOWLEDGE, SKILLS AND ABILITIES
• Familiarity with, and appreciation for, community radio philosophy and programming.
• Substantive knowledge of Federal Communications Commission (FCC) rules and regulations.
• Ability to work collaboratively and effectively with students, faculty, staff and external community members, including people of diverse cultures and underrepresented backgrounds.
• Excellent written, presentational and interpersonal communication skills.
• Ability to work collaboratively and effectively within a hierarchical management structure.
• Ability to recruit, orient, train and advise others in broadcast operations.
• Demonstrated strong organizational skills.
• Ability to create, organize and maintain records, files and databases.
• Ability to work non-standard hours, including evenings and weekends when necessary.
• Demonstrated skill and ability in leading others in a cooperative working environment.
• Ability to observe and operate within the financial constraints of the KAOS 89.3 FM budget.
• Skill/ability demonstrating experience in cost management experience is desired.
• Ability to troubleshoot satellite systems, information systems, and broadcast transmission systems.
• Knowledge of digital audio workstations, digital editing software, automation systems, and other computer-based broadcast technologies; demonstrated ability to train others in its use.
• Ability to serve as liaison to Technical Support Services in management of on-air trouble reports and equipment discrepancies.
• Skill with office operations and in providing effective customer service; ability to use standard office equipment such as word processing and spreadsheet software, copiers, etc.
• Familiarity with web-based broadcasting and streaming.
CONDITIONS OF EMPLOYMENT
• As a condition of employment, persons hired must provide proof of identity and employment eligibility within three (3) days of beginning work, and persons may be required to submit to a background check.
• This position is assigned to part of the institution that is covered by a union shop provision of the Department of Personnel/Higher Education Division. Therefore, new employees are required to pay dues to the Federation of State Employees within thirty (30) days of their hiring date.
